BFRS Video Remote Building Inspection Advisory
The Bermuda Fire and Rescue Service (BFRS) is advising that it is currently providing a Remote Video Inspection (RVI) service specifically for buildings and construction sites.
With the COVID-19 pandemic preventing in person inspections, the BFRS notes that the video inspections will enable Fire Prevention Division inspectors to conduct smaller routine inspections, consultations, select integrated system tests, Fire and Life Safety Risk assessments and Fire Certificate Occupancy Inspections without physically being there.
RVIs will limit the risk to inspectors and the public while increasing the efficiency of inspections. The BFRS listed the criteria for RVIs.
How do RVIs work?
- Request for an RVI is made by emailing fireprotection@gov.bm
- A Fire Inspector will reply to the email, confirming eligibility for a RVI and schedule a date a time for the RVI.
- Before the RVI is conducted verification of the location of the inspection will be confirmed.
- The inspector will instruct the remote device operator where to go and where to position the device.
- Sign off and official communication regarding the inspection will be forwarded by email to the applicant and the relevant government department.
- At any point during the inspection where there is a loss of signal or interference with the signal the inspection will be concluded and a physical inspection will be scheduled following the health and safety guidelines of physical distancing and regulated protocols.
Who should request an RVI:
- Class “A” Buildings in accordance with the Fire Safety Act 2014 (less than 1000 square feet) automatically apply for RVIs.
- Approved Tenant Fit Out Inspections.
- Approved Integrated Systems Test (i.e. Fire Alarm, Suppression Systems).
- Class “B” Buildings, in accordance with the Fire Safety Act 2014 (more than 1000 but less than 10,000 sq.ft), can apply for RVI but the approval will be at the discretion of the inspector.
- Minor Fire and Life Safety Consultations.
Who doesn’t need to request a RVI:
- Class “C” buildings in accordance with the Fire Safety Act 2014.
- Complex, multiple floor, multiple system Integrated System Test.
What is required to have an RVI?
- A mobile device capable of transmitting video over the internet (i.e. smart phone or tablet) and the required software to transmit the video signal (i.e., Facetime, WhatsApp, Zoom etc.)
- A reliable connection to the internet (Wi-Fi or mobile data). This must be tested before applying for a RVI.
- The RVI must be conducted by the General Contractor, Building Maintenance, Alarm / System Technician or other industry specific professional. It is important to have the relevant people present to be able to answer any specific questions that may be asked by the inspector.
