The Ombudsman receives complaints about the administrative fairness of public authorities. She can attempt to resolve the matter or she can investigate. The Ombudsman’s Office will usually decline a complaint if the authority has not had an opportunity to respond and resolve the matter.
If you feel a Government Department or Public Authority has not handled your matter fairly, you should make a complaint with that Authority. If you remain unsatisfied or you have not received a response to your complaint in a timely manner, you may make a complaint with the Ombudsman’s Office.
